Why do i lag in games when my pc have really good specs compared to what i play...

hi recently bought a PC for gaming. i also bought The Division and CS:Go.
when i try and play The Division i get into the game and it lags really bad, if i try and restart the game i get a in game message saying that my system does not reach the required specs. even though i know it has better than the required. even on CS:GO i get low fps all the time!

I have a Intel Core i5-6500 CPU @ 3.2GHZ.
8.00GB of RAM
NVIDIA GEFORE GTX 1060 6GB.

All of my drivers are up to date!

Follow the cable from the monitor, if it's in the motherboard, move it to the video card.
