Why do i lag on my New Computer?

I recently built a new computer and it lags in every game. I updated all the drivers and even reinstalled windows.
This is the build

Intel i7-4790K
Gigabyte Gaming 5
Gigabyte GTX G1 980TI
32GB PNY 1866 Memory
Corsair H100i Liquid Cooling
Corsair CX 750W Modular
WD Black 1tb
Windows 10

The computer lags in every game I tried to play. GTA V, CSGO, Arma 3 ect.

Check the Bios make sure the CPU has everything unlocked maybe even overclock it a little bit same with your 980Ti make sure it is not running underclocked, try to add the steam command -high in the launch options to see if that fixes anything.
