Question Why do my pc games run like sh*t?

My current rig is a

Ryzen 5 2600 non OC

Asus ROG STRIX B350-F

Corsair Vengance 16GB DDR4 3000MHZ

Sandisk 240 gb ssd

WD Black 1tb 7200 RPM HDD

EVGA GeForce RTX 2060 SC Ultra Gaming



With these specs which are brand spanking new for whatever unknown reason



GTA V preforms like crap online and offline dipping down to 40 fps



Hitman 2 dips down to 40 fps on ultra and below on missions like Miami and legacy missions like California



I'm really confused i don't know what is wrong with my PC
I've reinstalled windows
overclocked my ram to 3000mhz in my bios
and installed the latest Nvidia drivers
please help ive spent a lot on all these parts and the return dates are past due
