why do screen cuts occur only on pc and not on consoles?

now mah question is that when i play watch_dogs on optimal settings(60%high and 40%ultra) i see screen cuts and i know dat reason behind that is mis matching of my gpu's fps and monitors refresh rate .fps i get is 35 and refresh rate is 60hz . but my question is that when u play on console which have locked 30 fps and is different than refresh rate, why then we don't see on screen cuts?. may be wd is badly optimized game but case should be similar others as well? is there any tech that infuses g sync in tv when u play on a console and not when u play on a pc on monitor:ouch: also i request u to plz tell me solution for dis mah rig :

Screen tearing isn't prevalent on consoles because most of the games run at a very fixed frame rate (usually 30fps as you stated). It then syncs with the TVs refresh rate so it runs at 30fps but refreshes 60 times or more a second. Thus; giving the illusion of smooth gameplay on 120Hz or more TVs.
