Why do some monitors not support DVI?

I'm looking to buy a new monitor for under $100, and I was just wondering why some monitors don't support DVI and still only support vga. Isn't DVI suppose to be NEWER technology? Like isn't vga specifically for older monitors simply because they couldn't use a digital signal?

Someone please explain this.

Money.

The parts cost money. The licensing fee to use DVI costs money. The additional time involved during the manufacturing process costs money.
