Why does a person have 2 ip addresses

i am wondering why i other people have 2 ip addresses and one of the addresses is also used by about 5 different persons. what are the reasons why this happens?
 

It is done at Start, Settings, Control, Panel, Network, the Properties of the instance of the TCP/IP protocol bound to (associated with) the network adapter, IP Address Tab. They are known as static IP addresses. 192.168.0.1 is usually assigned to the computer with the Internet sharing software and 192.168.0.2, 192.168.0.3, etc. are usually assigned to the client computers
 
which IP addresses are you referring to? if it is 127.0.0.1 that is the localhost or loopback. if you are getting an ip address of 169.xxx.xxx.xxx it is because your client computer is not communicating with the DHCP server. Your computers should be set to obtain IP address automatically unless you have a specific reason to change it otherwise.
