Why does CPU casing LED dim?

Since a few days I'm noticing my CPU Casing LED(the system power LED) dimming. Some times it's so dim that it's hardly be seen, again sometimes they're bright enought). I opened motherboard and reconnected all the front panel connectors properly.but nothing changed.Besides I'm also noticing electricity voltage "up and down" in my room. May this voltage "up-down" be the cause of this?? or it's the fault of my motherboard? I'm afraid as it's my new PC..Thanks in advance.
 

I attached a Voltage Stabilizer with my System Unit, but the same thing happened. The LED dimmed as before.
So, I think it's the problem of the LED or the PSU. If the LED is damaged, can I replace it?? or how to determine if the PSU(Power Supply Unit) is damaged?
However Asus Alsuite is showing the following voltage info..Does the marked one (or others) indicate any problem?

I beleive there are few motherbd that have a led effects in the bios and you can set the leds to do various things like change brightness in a breathing effect.

But yes your led can be replaced. I cant see images at work so i'll try to check when I get home.

I've just opened my MB and found that a blue colored(system power LED) just dimming and flashing without any reason, besides all the LEDs like Hard disk Usage LED and the main power LED of motherboard working perfectly If it would the problem of power Supply Unit, the Hard disk Usage LED and others should also Dim ..So, I think I should replace the LED.
