Why does it feel like it's stuttering under 60 fps?

How come it feels so laggy and jittery when I go under 60 frames? I look at forums and I see people content with 40-50 fps on ultra settings. To me it doesn't feel smooth so I turn all settings to low-medium so I can get 60fps.

Is there a way to get rid of stuttering when I go below 60 fps?

Solution
Well that is the classic problem with the two you are observing. With V-Sync on below 60FPS feels some stutter and lag. Above 60FPS sees tearing and stuttering.

Often you must choose which you will want to deal with and stay with it. A monitor with a refresh rate of 120hz or so could help, cause when you are getting 70-100 it will still look more smooth.

There are some new tech out to fix these issues but called G-Sync and Freesync but those are a bit pricey
Try disabling V-Sync. When you are getting over 60FPS always by a wide margin having V-Sync on helps to lower power consumption, heat, noise etc. since you aren't going to see more than 60FPS anyways. It locks the frames to send a frame to the display once every millisecond. The trouble is when you fall below 60FPS and it comes time for it to send a new frame if one isn't ready it simply doesn't send one. So you see that very noticeable pause and stutter.

With V-Sync off and you are running under 60FPS this typically looks better and feels faster because frames are sent to the display as fast as possible, giving a more smooth feel. It helps compensate for having less than 60FPS a little.

That is called microstuttering for a reason. Anything less than a microstutter of 20 is considered to be completely unnoticeable. Literally it is impossible to detect by anything except this program. Microstuttering was a crossfire issue before when AMD sometimes got scores of over 100 in really bad cases, but it was never a noticeable issue on a single graphics card, and is no longer a noticeable issue on multiple graphics cards.

I tried turning V-sync off but it did feel more choppy when my frame rate was around 70-100. Could it be my monitor? I currently only have a 60hz monitor. I think I would rather deal with stutters than constant screen tearing every time I moved on my screen.

NVIDIA stutters more then AMD... microstutter is only a concern in multi GPU configurations, and SLI is doing worse then XFire in that category..

The pricey upgrade I meant was needing to buy a monitor that supports it. Odds are that while they don't need special hardware they will be cheaper than G-Sync but still will cost a premium at first. No one is going to give him a free monitor which supports it so it can't be free, and that is the same cost that G-Sync has. The idea is just that Freesync cuts the costs needed for manufacturing a functioning display since it lacks the need for special hardware.

I actually used to use this, but isn't it not supported anymore? IIRC using the program gave me some screen artifacts with a certain driver set. What're your experiences with it?

I have never used it. I have an Nvidia card, but have seen some tests with it so I was aware of what it does. It is unfortunate if they are no longer going to support it. From some links I've read, it sounds like AMD is working on integrating it into their own software, so you might see it on a beta or Omega driver soon (not sure if that is the correct name of their new line of drivers) .
