Why does my 7850 perform so well then drop frames?

In shadow of mordor - the game runs at 50-60fps both in game and in benchmarks. A few minutes pass and i get 30fps both in game and in benchmarks... 'okay...' i tell myself 'maybe its just an issue with the game'

I turn on watch dogs... 35fps in game... a few mins later and now im at 17fps... wait, what?

I do have my gpu core overclocked at 1ghz and memory clock is at stock. Even without overclock i keep getting this issue. When i look online everyone with this gpu overclocked is getting a huge boost in performance, performance in par with a 7870. Is this an issue with my pc? I reinstalled drivers and i get the same issues, my temperature is also under 70 degrees full stress. Help me out please i hate these performance drops.

XFX 7850 2GB CORE EDITION
i5 3550 @3.3ghz stock
CX430
P8H61 MX R2.0 mb
XMS3 8GB DDR3

I'm sure i have no bottlenecks.
 
Solution
The 260X your talking about can be very misleading depending on the monitor rez and the in game effects settings lower some of them.
Did you run the benchmark with CCC running and watch the temps when the performance drops.
52 degrees is the temp whilst running shadow of mordor. 59 in watch dogs. Even in arkham origins i can only do medium settings to get 60fps - meanwhile a 260x being a rebranded 7790 can do max settings at better frame rates. it gets over 60 and i get 38.
 
Is this the only game it happens to? Is it recent? I would seriously consider recent updates/software issues if temp is not the issue. Hell I would format just to be sure. But thats just me :) As a pc gamer I format constantly.
