Question Why does my audio do this?

This doesn't happen when I stream, it happens in-game and out of a game. I am not sure if this is a graphical issue, but whenever this happens the audio makes a crackling/stuttering noise, and everything on screen is also stuttering. Whether it be in-game or on the desktop, there's no telling how or when its going to happen. Here's an example of my issue:

If your graphic card driver is not updated, try it.
Also I noticed some lag, so you can also try to lower settings.

GTX 1050, i5-8300H, 16gb of RAM, Windows 10. And LegendK, I know its not a graphics issue because I can get over 100fps when playing CS
