Why does my computer hickup?

So i just changed some parts in my computer, from some parts that i got from my friend.

i got the parts in their original boxes and the same day he had tested them and it ran without problem,

what i got from him was his AMD Phenom(tm) II X2 565 Processor, His Asus m5 a99x evo Motherboard and his cooler which im unsure of what is but its some sort of cpu cooler.. (it keeps the cpu at about 31 degrees C so no problem with overheating)

i also use a Amd Radeon HD 7700 graphics card that i had from before.

and i bought 8 gb of ddr3 1600mhz ram 4x2gb.

so the problem is that my computer runs the games that i play at around 100fps, but every other second it hickups for about 0.3 seconds.

i dont know what the issue could be, the only thing that i kept from my "old" rig was my Graphics card so that is the only thing that im 100% sure isnt the issue.

Did you fully reinstall windows, or just put the hardware in. Sometimes changing MB's requires a reinstall.

I'd put it stronger than "sometimes", a re-install of Windows after a motherboard change is almost always necessary, especially if it's pre-Windows 10.
