Why does my Computer lag on alot of my Games...

My computers specs are:
CPU Intel i5-4460 3.20 GHz
Motherboard h97m-e
GPU GTX 1070
16GB Ram
My computer cant seem to run my games at as high a framerate as it should even on low settings, i seem to only get lower than 15 fps in Just Cause 3 and For Honor.
My Drivers are all up to date.

haven you run a benchmark on your system to see where the problem would be (i.e. CPU, Ram, Motherboard processors or video card?)

I had an issue with a 4590 PC recently felt "slow" and I ran passmark v9, and when I read the stats I realize it was the hard drive I put into the system was dragging my system down, its was a 5400rpm 3gb/s and not a 7200rpm 6gb/s swapped drive and it breathed easy again.
run the test and post the result page link please, so I can take a look at what could be.

I have checked an i am already plugged into my GTX 1070 but i'm still lagging

so the problem only occurs in "Just Cause 3" and "For Honnor"? have you looked on the web sites for those games, much like battlefield 1 has issues with GTX 10xx series cards perhaps those game has reported issues as well.
 


No, its a lot of games, basically every game i have isn't working to its fullest potential.

well something is going on with your CPU Mark 2,181 <- that is worst than a Duo Core2 Q8300. it should run in the 5500-6,500 range

do you have HWINFO ? could you run it and see what the CPU temperature are like, also peek inside your case, is the fan spinning on your cooler ?

open windows performance monitor, is your CPU pegged at 100% all the time ?
 


i have a feeling its my CPU as its temp IS 99 DEGREES CELSIUS!1!1!!!!!1!! (I could boil water on it lol) but it is only at 19% use as stated by Windows Task Manager Advanced Mode
 


It seems the cooling system isn't at fault here as when i turned on my CPU and it went from 22*C (I measured) when it was off to 99*C
