Question Why does my computer POST once every so often

So basically, I've built a new PC with older and new parts.

Booted the first time fine.
Decided wanted to do a clean install so I decided to shut down.
When I attempted turning it on again.
Nothing happens, only thing that does is what appears to be my power supply making a ticking noise, one tick only.

I would try again and again by shutting off the power and turning it back on and trying but nothing.

I will wait overnight, then try again and it will then start.

So when I got it started I built a fresh OS on it.

Shut down and then it would not POST again, had to wait another night for it to BOOT again.

Just want to check and see if its definitely the power supply.

Checked all cables, disconnected GPU and RAM sticks.

The power supply was given to me,
Fully modular, with cable extensions on it if that helps.

What is the EXACT model of the power supply?

Approximately how old is it? If you are unsure, try to find out from whoever gave it to you.

What are the full hardware specifications for this build including all model numbers?

What BIOS version are you currently running on the motherboard?

Which slots are your memory modules installed in?

Probably this is a PSU issue, but let's cover all bases just to be sure.
