Why does my computer say I have 10GB of RAM when I have connected 2 8GB sticks?

I have connected 2 8GB sticks of RAM, but my computer says that I only have 10 GB installed.

type "msconfig" in start run area, and run msconfig as administrator then go to advanced options, this will open up an new window with left showing number of cores and the second tab on the right show available memory, adjust to show 16gigs of ram and reboot.
