why does my computer screen keep jumping and flickering/flashing

i am having a strange problem on my PC every now and again (the frequency of it happening is random) my monitor keeps doing a jump which i can only describe as looking similar to a hiccup while not frequent enough to be unbearable its still annoying also very rarely the computer screen flashes a green color for some reason. Ive tried changing the resolution but that didn't help.
the pc itself works fine and has no other problems its just this annoying problem that i cant figure out here's my rig
custom built
windows 8.1
AMD Radeon hd 7900
my current resolution is 1920x1080 which my pc says is the recommend resolution refresh rate is 60hz cant go any higher then that
my tv is samsung brand

Hey, I am having exactly the same problem that you described. Whether I run Linux or Windows, it's still happening and yes, it does feel very strange. Have you been able to resolve it by any chance?

disable your touchpad also
if your using a regular usb or playstation mouse

I recently had a similar issue and it turned out to be the driver for the Embrava Blynclight. I updated the driver and the problem went away. Blynclight is an external light that shows your online status (per Outlook) or blinks when an instant message comes in on Skype for Business.

My setup is doing the exact same thing in some games. Like the whole screen does a hiccup . I am on amd 64 bit drivers 16.5.3 which are latest at time of writing this. R9 270, skylake i7.

I think this is an amd driver issue tbh but the older 16.3 driver also had the issue which is why I updated but still have the problem. I have run a program called focus.exe and nothing else steals focus from the game so it must be the drivers.
