Why does my computer think I am installing Tor as an app?

I am trying to install Tor, the latest browser bundle, and when I do I get a message that "This app can't run on your PC". Why? Is it because I use Tor on my smart phone and recently allowed my smart phone access to my computer through my firewall and it thinks that it's the smart phone?

I also see an error message that reads, "Cannot load XPCOM"

How do I get around this? Is this an issue with Firefox that Tor uses, Tor, or my PC?

Going back to the original issue, I found this on Tors FAQ;
This problem is specifically caused by the Webroot SecureAnywhere Antivirus software. From the Webroot control panel, go to Identity Protection → Application Protection, and set all the files in your Tor Browser folder to 'Allow'. We encourage affected Webroot users to contact Webroot support about this issue.

If that isnt the case for you, I also found this as a new attempt to reinstall. Click on the link and it will auto download the full version of firefox (not the stub).

In all seriousness, it's an issue with Firefox. It does in fact require you to reinstall it (as in, Firefox).
