why does my cpu not go above 2.4ghz when it can normally go to 3.4ghz

So i have been playing a lot of fortnite lately but i can't anymore.
i used to have like 40-60 fps on 1080p and everything on low. but i can not get above 30 fps at the moment.
i don't really know what changed so i can't play it anymore
i've noticed that my cpu doesn't go above 2.4ghz while i'm playing fortnite, do you think that's why i have low fps?
my stats:
cpu: intel i7 3630qm
ram: 8GB
gpu: gtx 880m
 


it's a laptop. It may be thermal throttling, clean out all the exhaust ports with compressed air. Make sure the laptop is not powered on.

You could try disabling Intel Speedstep from the bios, and also try setting the windows power profile to high/maximum performance. See if that helps.

I cleaned out my laptop 2 days ago, there was a lot of dust in it but that's all gone now, also I replaced the thermal paste.
but my temps were not too high, they usually never go above 65-ich degrees
i also tried to disabled intel speedstep today but with it disabled i never got above 20 fps

I just downloaded throttlestop to set higher cpu frequenty which works, but as soon as i launch fortnite it goes from like 3 ghz to an idle 1.15 ghz
