Why does my DELL Latitude CPi stops working when it runs Microsoft Scandisk?

Hello, I have a DELL Latitude CPi running on Windows98 SE, it stopped working it gets to a point where it is running a Microsoft Scan Disk & halts there.I tried to reinstall Windows98 SE but it would need to do a Microsoft Scan Disk before it finishes the reinstallation but it also hangs.I tried going to SAFEMODE but the laptop could not go to SAFEMODE as well.Are there any other options?
