Question Why does my download speed on steam drop fast when I open the tab to look at it?(Download Speed drops)

Hi everyone! I need some help and explanation because when I am downloading a game for example Arma 3 it starts to download and when I open it it says 5.3 mbps but then drops all the way down to 60KB/s. So basically it is downloading fine when the tab is not open but when I check on it it decreases the download speed rate. I have tried to change wifi channels, disable the wifi adaptor and turn it back on, close steam and re-open and restart my PC. Can this problem be about my internet or steam?

Probably just Steam anticipating that you want to play a game and throttling the download so you have the bandwidth to do so.

Likely a setting in Steam.
