When you are doing nothing the hardware slows down, as barely anything is happening on the screen (barely any movement), once you move the mouse (screen moves) the hardware basically "wakes up". You will notice if you leave the screen still, the GPU clock and temps will decrease.

There are power management options you can adjust in Windows and also in the control panel of your graphics card to prefer more performance, take a gander.
