[SOLVED] why does my GPU usage quite low while aying games

My build is AMD Athlon II X4 870k paired with GT 1030 and 4GB of ram.

The simple answer is the games aren't using the graphics card that much.

The usage of the graphics card depends on what it is required to do. The higher the resolution of the display, the more pixels to fill in. The more graphical effects, then the more work the graphics card has to do. The more frames per second the CPU can provide, the potentially more work the graphics card has to do.

My framerate in other games even some non graphics intensive game is low

In and of itself this doesn't really tell us much except the software isn't using much of the GPU's capability.

Use something like MSI Afterburner while in game and monitor the clocks and frequencies of the graphics card to see if they match the spec for your graphics card. This would at least provide some hard data to work with.
