Question Why does my graphics card have this terrible performance

Hello, I bought a new graphic card DUAL-RTX2060-6G-EVO for games like CS:GO and GTA V, well, during the game it is FREEZ and I need to remove the game by going to Task Mangaer -> End Task, and I can not play with HIGH performances only in LOW. Where could the problem be, is it that the graphics card are very good and the cpu is weak and it does not perform well or the graphics are not in a regular state?

Normally, with these performances, should games like CS:GO work without interruptions?

RAM: 8GB DDR3
GPU: RTX 2060 6GB
CPU: I3 4150
PSU: 600W 80 Plus Bronze
MB: ASUS H81-Plus
SSD: 256GB

I'd be suspicious of that PSU. It certainly is configured like something 15 years old (those +12V rails), and it looks like something industrial they dump cheaply in China if it isn't 15 years old.
It is possible to test the PSU to see what power it has and is it supplying the PC properly, before buying a new one?

Can it repair ?

To properly repair a GPU you need tools and most important know-how. The most you could try is to take the heatsink apart and put new thermals paste. But you need to be very carefull, pay close attention to where each screw and each part goes, even for this you may need tools you may not have at hand.

Most miners will downclock the cards and keep it clean, but some will just make them work as they come from factory 24/7, and never clean the poor card until the day of re-sell.

How do you know it was used for mining, for only 3 months?. The RTX 2060 its been available for years.
