Why does my Gtx 1070 run GTA V on low FPS?

Hi all,
I don't know why does my Gtx 1070 run GTA V on low FPS than the videos I have watched on youtube. In that videos when run benmark test, the gtx 1070 can run between 80 fps to above 100 fps, but my card runs only between 50-70 fps. When I play game and go to the mountain the fps drops to 4x. You can see my setting and fps in my video, note that my setting is not max out:

Essentially, yes. Not all settings can be maxed if you want a Smooth 1080p@60FPS, even on a GTX 1080 at times, little lone a 1070. If one looks up videos of GTX 1080 vs GTA V (With all setting, THAT INCLUDES ADVANCED SETTINGS, and MSAA turned on), Even the 1080 can get hit with dips below 60FPS at 1080p depending on the area your in.

Four things can be causing your lower framerate: The Advanced Graphics settings, the MSAA, Grass quality, and your CPU.

The first 3 generally reduce framerate by alot. The forth one is because GTA V is VERY CPU demanding. Its a game thats very demanding of both the GPU and CPU. At times even my I7 4790k @ 4.4GHz can struggle against the work load that GTA V gives it making my 1070's utilization drop resulting in frames dipping.
