One is for general control, the other is for LED lighting effects.

I, and the manual from my keyboard, would recommend both be connected.

It's USB passthrough. Lets you use the keyboard without losing a USB port on your PC. It's a convenient feature.

Corsair K70/K95 RGB has 2 USB ports.
1 for the the keyboard connection and one for the RGB LEDs and perhaps also the pass-through. You need to plug both of them to get the keyboard running properly.

Ok when I plug in one of the 2 usbs the lights work and all of the keys work when I plug in the other sub windows does not recognize it.

No I've tried reinstalling the drivers multiple times. Other people say that one is for a 2.0 USB port and 2 is for the 3.0 port.

N, it is not like that.
For USB2.0, you must plug 2 of them, if you have USB3.0, you plug only 1.

The keyboard requires a lot of power and if plugged into USB 2.0 it requires both plugs to draw sufficient power. If plugged into USB 3.0 it only uses one of the two USB ports. Source: I own the K95 RGB and i read it in the manual when I got it.
