Question Why does my monitor not function properly in its native 60hz

Ok so firstly i have all my latest drivers installed and my monitor is a samsung s24d330. My monitor when on 1920x1080p 60hz (its native resolution) looks zoomed in and even lower quality everywhere even changing the colors. But making it 75hz-77hz adjusts the colors and fixes all the problems. but now playing games fullscreen makes them act like my monitor when it is on 60hz. Is there a way to fix this
