Why does my monitor say "VGA no signal?"

I bought a manufacturer refurbished ASUS VS239H-P monitor and plugged it in first trying DVI and then trying HDMI, and both resulted in the display saying "VGA no signal" when I turned on the monitor. I have it plugged in to a Radeon HD 7950 (the card worked fine with my 24'' Viewsonic LED). Are there some drivers that I need to download before it'll work, or do you think the monitor is defective?
 
It sounds like you have the card connected HDMI or DVI, but the monitor is still looking for a VGA signal. You need to change the monitor's input. What monitor make/model is it? If modern flatscreen, you can switch the input from VGA to either HDMI or DVI depending on how the card is connected.
