my cpu/motherboard temps rise together while playing games. i run skyrim at ultra settings and when i am playing it, my cpu/motherboard get up to 80c in a matter of a minute or less. this usually results in my pc shutting down because the heat gets so high. im thinking that its because im using a micro ATX case and its relatively cramped in there with the setup i have. to even get maybe an hour and a half of gaming without my pc shutting down, i need to have my gpu fans up to 75%(which is very loud, sadly). my desk is a 6" centerfold table, and my pc is sitting right on top of it with the side panel ALWAYS off and it still reaches high temps. my specs are as follows:

Motherboard: MSI-760GM-P34(FX)
CPU: FX-6300 (stock cooler)
GPU: Sapphire R9 280 Dual-x OC edition
PSU: Rosewill ARC-650
Case: Raidmax Pogona 136 gaming case(micro ATX)
12 GB of ram @ 799 MHz

i also have two 120mm fans. 1 for intake and 1 for exhaust

Solution
You should look at getting an aftermarket cooler.

Have you removed the stock cooler even once after you very first put it on the cpu. If remove the cooler at all, then you need to clean off the old paste and apply new paste.

Do all of those 120mm fans work on that case? Are they pointed in the right direction?

While raidmax is not a beacon of quality by any stretch and I would never recommend them, the case should provide sufficient airflow for you assuming you made even the slightest attempt to tie down and route the cables to not be a huge airflow obstruction.

Did you mount the psu fan down or UP? The PSU should suck air from the bottom and blow it out the back of the PC.
If you mounted the PSU updside down then it is sucking...
I'd suggest putting the side panel back on and putting 2 more 120mm fans for intake there (having the side panel on will help focus the airflow over your components) . Sounds like you have very little air flow, I'd also look at getting an aftermarket cooler for your CPU something like this :

If you mounted the PSU updside down then it is sucking most of your cool intake air from the case fans and also disrupting the natural airflow.

the psu fan is mounted correctly. i did take off the cpu fan to clean the dust off and didnt know it had to be replaced after you take it off. ill probably order new thermal paste and a new cpu fan then. some cables are in the way but nothing too obstructing(they mostly stick out of the panel anyways). it wasnt easy considering the wires came with rubber outlines and refused to fit through some of the holes in the case. also, theres not 4 120mm fans, theres only two, and they both work.

as for psy and derza, i will look into buying two more fans and i have already set up a fan blowing into the case

ok then. i will order two more fans, new thermal paste and a new CPU fan when i get a chance. kinda short on money right now. i will report back here when i get them.

The CPU cooler will come with thermal paste, not the best paste but it will be perfectly fine.

ok, thanks ill keep that in mind
