Question Why does my new GPU perform badly? SOLVED

So i just upgraded my PC to
GTX 1660ti MSI Ventus OC 6GB
Intel i7-4790 3.6GHz
16GB DDR3 RAM
Windows 10 64-bit
450Watt PSU
SSD 240GB
1TB HDD
And i looked the benchmarks on youtube for games like Witcher 3, AC Origins, Battlefield
Witcher 3 1920x1080 ULTRA on youtube got around 120fps average but my PC on 1600x900 ULTRA only got around 80fps average
AC Origins ULTRA settings on YT 1080p average 80fps but my PC only averages 60fps on ULTRA no vsync

I already did, downloaded MSI Afterburner and saw that my GPU Usage is 60% when playing GTAV maxed out and CPU on max usage lol

40 to 50 celcius i think

If your cpu hits max temp during gaming then it will throttle. If that is the case, you can fix the cooling so your chip doesn't throttle. The result will be higher FPS...good luck to you.

I think its bottlenecked because i just cleaned the PC 4 days ago and put a new paste to my chip so not a temp problem at all

Is it the stock heatsync or an aftermarket cooler?
