So i just upgraded my PC to
GTX 1660ti MSI Ventus OC 6GB
Intel i7-4790 3.6GHz
16GB DDR3 RAM
Windows 10 64-bit
450Watt PSU
SSD 240GB
1TB HDD
And i looked the benchmarks on youtube for games like Witcher 3, AC Origins, Battlefield
Witcher 3 1920x1080 ULTRA on youtube got around 120fps average but my PC on 1600x900 ULTRA only got around 80fps average
AC Origins ULTRA settings on YT 1080p average 80fps but my PC only averages 60fps on ULTRA no vsync

Either monitor or PSU would be my guess. It may be reducing it based on power consumption (which I don't think is happening, but your PSU is quite low wattage IMO, especially if it isn't gold standard), or the monitor may not be able to handle high fps. Also, have a look in the settings in the games as they may reduce them.

I just got a GTX 1660ti
I dont think the other components are overclocked
What % usage are you having when under load in games? If it's low, you're likely bottlenecking with that CPU. I would also make sure you go into an OC software and set your fans to a higher curve, that would reduce temps which reduces thermal throttling.

Others with the same GPU as me get 120fps average on Witcher 3 Ultra settings but i only get 80fps average
Not to mention that my res is 1600x900 and others are 1920x1080

What CPU are those people using? Again, you're possibly losing frames because of your CPU, and lowering resolution is only going to make that issue worse as GPU usage decreases.

Here are my solutions:

1. Increase resolution to 1920x1080

2. Decrease settings

3. Increase fan curve

I can't tell you the problem here unless I know what you're trying to compare your system to.
The GPU is NOT the only factor in FPS, and your CPU is underpowered. Those YouTubers likely have higher spec systems, running much better CPUs.

I agree it is probably the PSU. You system is about 5 years old so your PSU has probably lost ~20% of its overall capacity. or almost 90W. Throw in efficiency loss and you are probably starving your GPU or CPU for power. Try a new PSU like the Seasonic Focus Plus Gold or Focus Gold at 550W.

stick with 1 thread
So my PC specs are
GTX 1660ti MSI Ventus OC 6GB
Intel i7-4790 3.6GHz
16GB DDR3 RAM
Windows 10 64-bit
450Watt PSU
SSD 240GB
1TB HDD
And my GPU usage average is 70
but my CPU sometimes go from 70 to 100 does it mean my CPU is bottlenecked? And if so what should i upgrade it to?

You need to compare your CPU/GPU with others using the same CPU and GPU like this one:
View: https://www.youtube.com/watch?v=rYhz-Z9Chwk

He's getting between 40 and 60 fps in GTA V.

Those people getting Much higher fps are using a better/faster CPU than your i7-4790.
Okayy so i understand now thanks for your information. So my CPU is bottlenecked right? and i have to upgrade it.
