why does my nokia lumia 635 say there is something wrong with my sandisk 16 gb when it is not even full?

It could be a fake memory card - - loads of fake 16GB cards come out of China every month - - they are in fact only 8GB or less, as well as being made with cheap, poor-quality memory chips.

And yes, they even put fake "SanDisk" name on them. Nothing is sacred when there's an easy profit to be made.
