Why does my PC fail to start up for over 5 minutes on average while turning itself on a off continuously?

Whenever I turn my PC on it starts for about 1/2 a second before turning off and then back on again for another 1/2, this happens for an average of over 5 min per start up. The LED lights, fans etc. All start working but the display usually doesn't come on fast enough to display anything. Once the system is on I can use it none stop for hours on end with no problems what so ever. Everything works fine after it finally stays on.

Probably related to Bios settings. Have you tried clearing you CMOS settings back to default.?
Is there an update available for your Bios?
List your system specs and maybe better advice can be given.
