[SOLVED] Why does my PC have a serious delay or a lag ?

My computer has developed a delay of 1 to 2 seconds when ever I use it. Every program that I use has this delay. When typing, i am able to out-type it because of the lag. When using whatsapp, the video lags or freezes momentarily. I have 32 GBs of memory, the processor is a AMD 3600, and the graphics card is a ATI Radeon rx 580 graphics card. Does anyone have any ideas? It started about 2 weeks ago after I did a software upgrade. But I don't know if that was the cause..

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

tried safe mode?
go to settings/recovery/advanced startup. Click restart PC to have PC load into Windows recovery
  1. choose troubleshoot
  2. choose advanced
  3. choose startup options
  4. click the restart button
  5. choose a safe mode (it doesn't matter which) by using number associated with it.

if it wokrs fine in safe mode it could be a driver problem.
