Why does my PC randomly turn on?

For a while now after I shut my computer down it sometimes turns on, taking either 5 seconds or up to around 2 minutes to turn back on. I think it might be a specific program but it's been a while and I've installed a few programs so I don't want to uninstall them all to see if it would help. So is there a way I can set my computer not to turn on without it being restarted or the power button being pressed? Thanks
 
Solution
At a Command Prompt, type powercfg /devicequery wake_armed to get a listing of all hardware that is able to wake your computer from sleep. You can go through Window's Device Manager to disable the wake-up feature of individual hardware devices such as a keyboard, mouse, or network interface card.

One thing to keep in mind, when you change the USB port a peripheral is plugged into, such as a mouse, it is seen as a new device, so if you previously turned off it's ability to wake the computer, you will have to do so again after changing the USB port it is attached to.

Solution
If your computer turns on from being completely powered off that has absolutely nothing to do with your programs as they have ZERO ability to turn your computer back on. You need to go into bios and make sure everything is dissableed for waking the computer (like usb drives, comm ports, Ethernet, etc).
Most likely you have it set to enable wake up on any activity via Ethernet or USB).

As far as it taking a long time to turn on, do you mean fully boot into windows, or for the fans to turn on and the computer to show life?
If it is just taking a while to boot windows it could be hardware or could be that a program is eating up resources in windows
If it is your PC showing any life then that is likely the PSU.
 


I have a 120gb SSD with a 1tb HDD and it happens both when I click shut down or manually press the power button. Also I now see I worded it a little weird, It's not taking that long to turn on, that's just how long it usually takes for it to start starting up again, how long it takes to say "hey, I need to turn back on again for some reason". I'll go try the command prompt and bios settings though and get back to you, thanks everyone.
 
I looked through my bios but couldn't find any settings that weren't off, so I tried the command prompt and my keyboard, mouse, and Ethernet had the permission so I unchecked the box and I think it stopped it. No way to be sure because it is so inconsistent but I can hope, Thanks.
