[SOLVED] Why Does My PC Repeatedly Turns On Then Off Again?

My PC keeps briefly turning on and then shutting off almost immediately. It will rinse and repeat this cycle until I manually turn off the power supply.
I do notice that each time the PC attempts to turn on, the CPU debug LED illuminates.
I have tried reseating the CPU as well as each stick of RAM and replacing all of the cables on the power supply. I’m puzzled as to what is causing this issue. Is it the CPU itself or the power supply?
The PC was built in October of 2017.
Any advice would be appreciated.

Thanks for your response. I purchased a PSU Tester and diagnosed the CPU, GPU, MOBO, and SATA ports and all came back working fine. I assume it’s the MOBO or CPU.
Its the motherboard. I had the same issue with an old Q9550 system until I changed the motherboard.
Try leaving only CPU, CPU cooler (if possible, try installing the stock one), 24 and 8 pin power cables connected. Nothing else. Start the board, and see if same restarts.
