Why does my PC seem to be lacking?

I have a gaming pc which I built last year. However over time after buying bigger titles I have started noticing that my PC may not be pulling of its potential. On Arma I'm struggling to reach high settings on Altis life at 30fps, however little changes between ultra and high. This is also a similar case on Project Cars. I have found that these problems may be due to my CPU but I'm a bit stuck so would really appreciate some help.

GPU: r9 380 4gb
CPU: fx-8350
RAM:8gb DDR3
OS: Windows 10
(if you want more specs just ask)

I was wanting to upgrade quite alot, buying a new motherboard buying an intel i7 5930k however the change in DDR4 and the price putting me up to nearly £1000 kinda put me off.

Should my PC be running at higher frames?
How can I improve it?
Is there any honourable mentions for good upgrades?

You have confirmed, what I suspected. The motherboard you have is not really suitable for the chip you are running on it. The chip, especially in high-performance situations, like gaming, can over-stress the motherboard's power delivery system to the point that it will overheat and throttle the CPU. It's the motherboard that is overheating, not the CPU itself.

That's a decent board and is almost good enough to run that chip well, so the difference between you and others may be due to manufacturing differences; your chip needs a bit more power, or your board's power delivery is a little weaker than theirs. To confirm that this is a problem (there may be other issues) I would temporarily add or move a case fan and zip tie it so that...

you thinking I may have to update drivers or something, I don't remember doing it to start with to be honest.

Your gpu and processor are good. Not the best but good. Games like those you put up here are not very well optimized. You could upgrade the gpu first and overclock your cpu. Thats what i would do.

Buy a gtx970. Or a 290x...For that price i think the gtx970 is the all time winner. You could crossfire that 380 as well.

To confirm that this is a problem (there may be other issues) I would temporarily add or move a case fan and zip tie it so that it blows on the VRM section of your motherboard (the motherboard components in the center of the board, between the CPU socket and the I/O shield at the back). This will cool the motherboard and reduce the throttling.

I would also download AMD' Overdrive and check on my Thermal Margin, and when gaming I would want to know my CPU utilization and GPU utilization. That will show me where and what is limiting performance if either of those.

There are other possibilities, like having your CPU set to Cool and Quiet, but I assume that you have checked things like that.
