Why does my R7 260x come "underclocked" ?

That's it, I wiped all kinds of drivers of my computer and installed this GPU (exactly XFX r7 260x core edition) and the first test I did all games were choppy and kinda slow (worst than my previous r7 250x with 1 gb of vram

Then I found that freqs were wrong, memory clock was under 800 and gpu clock was at 1000.

I have to activate overdrive but i have no core freq option, it just has that stupid graphic with percentage of power and gpu freq, not actual numbers (i know i can use trixx, afterburner and so, but that's not the case, GPU should have freqs fixed from factory) and the worst thing is that I can't even reach stock freq of ram, it just lets me go to 1600 MHz

¿Why is that? I bought second hand GPU and I don't now what kind of use it had, I guess it was normal.

I have win 8.1 and 15.5 beta drivers

By the way, fan noise is the worst thing I have ever see, it's like 100% all the time and it's quite loud
 
You're saying you got it second hand? The reason to underclock it would be the previous owners'. Perhaps to save power or playing safe reverting from an unstable OC. If the fans are always 100% I guess it must have been in a very hot room at the previous owner.
 


I guess the config is from Catalyst not from GPU. So it should work as if it was installed as new
