Question Why does my screen get this effect HELP!

When every my game is in motion ei me moving the camera or cutscenes i get these weird vertical sometimes appear to be diagonal lines/cuts in the screen that make the game look super blurry and not smooth its not screen tearing because i have tried all the vsync options and this issue still persists.

Did you do clean win install to rule out software issue? Since based on hardware testing (TV, monitors), issue seems to be software.

No im going to try one more thing if this does not fix it then i will do a clean install and get back to you here

Ok i clean installed and i still have the defect on my monitor when scrolling up and down webpages and vertical lines in game i tested the general browsing first to see it i got it and i did then tested a game and its the same im out of sorts am i just going crazy

Do you have multiple screens connected in duplicated mode? (like monitor and TV)
Have only one screen enabled. Disable the other one.

Yes i have 2 monitors ive tried with 1 dissconected

Ive been testing some more and ive really found no solution i have tried with one monitor dissconected vice versa and taken another video maybe you can see it when im scrolling up and down dont mind the noise of the cranky scroll wheel https://streamable.com/a3r1gp
