why does my windows settings come up in my task manager?

every time i start windows, in my task manager i will see the blue windows settings be there just randomly, and it doesn't take alot of ram but it still bothers me. anyone having this same thing? why is this even starting up in my background processes when ever i start up my pc?

take a screen shot, i don't have a background process called that?

I am curious why cortana icon changes colour in my task manager, I wonder if its to do with my background theme but I know she was blue yesterday, now its red...
