Why does not the new computer recognize the mouse and keyboard?

Hello everyone.
I bought a new computer, fresh with the original box - the Lenovo V520 (It's a desktop computer).
I opened the computer, plugged in the plug and inserted the Windows installation disc.
Unfortunately, when the installation screen appears, in the stage which the mouse and keyboard are required to click on the options - the computer did not recognize any of them and I can not proceed with the installation in any way.
Does anyone know why this happens? We tried to replace several mice and keyboards, connect and disconnect, and again connect and disconnect ... What to do?

The CPU, which is based on the Kaby Lake microarchitecture, is Intel 7th Generation. It does not support the use of Windows versions earlier than Windows 10.
