[SOLVED] Why does some GPUs get tweaks that increase their hashrate, while others don't?

GTX1080, Vega 56/64 and Radeon VII for example has had multiple jumps in hashrate over the years due to new tweaks being discovered. While other GPUs are only able to overclock and that's it. No memory straps or Bios mods that made them hash even faster. Why is that? Is it simply because none wants to spend time developing tweaks for cards that aren't popular or doesn't hash well to begin with, or is it just that they are already hashing at their max?

Little from column A, little from column B. As you say, the most popular GPUs receive the most attention from mining tool developers, and differences in architecture, or the amount of development time already invested into a specific GPU mean that some cards are hashing at their theoretical max already.
