[SOLVED] Why does task manager shows that my CPU clock speed is 3.28 GHz?

I have an i5-4590 CPU @ 3.30 GHZ.

Task manager has managed to recognise the correct speed in the title, but on the speed section, it says it is only 3.28 GHz.

It was previous at 3.29 before too.

CPU frequency varies with load and temperature, it is normal for it to jump around a little. My i5-3470 jumps all over the 3.1-3.4GHz range under moderate (30-40%) load.
