Last couple months my second hard drive which i'm using for games and programs is failing sometimes..
today i was playing COD MW3 and the game loads slowly.. and when i load the mission the loading line wasn't even launching .. i tried to reinstall it and when i was looking at the Network and Hard drive write..
Hard drive writing gets down and fails.. for a seconds and then gets back only for 1 min and it fails again..
so is the hard drive broken? or is there something like a software causing this?

Solution
Yes, it's failing and will most likely die soon. Go to the drive manufacturer's web site and check if the drive is still under warranty. If so, you should have no problem getting a replacement drive.
It certainly sounds like your hard drive could be failing.

Depending on what model drive you have (Western Digital, Seagate, etc.) you can go to the manufacturer's website and look for their free Hard Drive diagnostic programs that will see if the drive is on it's way out.

You could also use this free generic disk diagnostic program:http://crystalmark.info/software/CrystalDiskInfo/index-e.html

**Note, even if the diagnostic programs return no errors it doesn't necissarily mean the drive isn't failing. It could be an internal component that the software simply can't test.

I would certainly suggest backing up all important data you want to keep off that drive immeditaley.

First, check that all of the connections to the drive are seated well, and if possible swap to another set of wires. Then go to the manufacturer's website for the drive and download any testing/diagnosis software they provide and run it on the drive.

i tried it didn't work

its a WD Green 500GB

i've done it i changed its wire... sata port.. and i guarantee to you it's the HDD it self..

Then try WD's DataLifeGuard and see what it reports. Also, green drives probably aren't as good for games as they are meant more for storage. Green drives spin down often to conserve power. When needed, thet take a little while to spin back up.
