Why doesn't GTA 4 does not runs properly in my PC.

Windows 7 Home Premium
Pentium Dual-Core CPU E5300 @ 2.60 GHz
4.00 GB of Installed Memory
64 bit Operating system

On my GTA IV I can't see the roads or the city at all, only the people,other cars,and
street lamps. It says 210/56 GB and there is no Commandline.txt file. Please help!!!
I just got the game today and can't return it.
