Question Why doesn't this laptop use its resources?

I have an Asus N550JV which I purchased in 2013. It was working great back in the days but now it's just slow. I don't know why. Nothing is hot, nothing is at 100%..

Power setting is on high performance,
nvidia settings doesn'T really change anything.
Cpu clock speed stays at lower than it supposed to be though.

i7 4700HQ
GT 750M 4GB
16 gb of ram
SSD

I mean, when you run a benchmark it works at 3.4 ghz. In games goes back to that.

I now testing throttlestop and disabled turbo boost and stays at 2.4 for now. But still games don’t use 99% gpu like my desktop does. Still something is off.
