[SOLVED] Why doesn't Windows image fill the monitor screen ?

I have a 24" monitor with an HDMI port. 1920 x 1080 on resolution. My graphic card supports it and up to 2560 x 1600. But I don't see a full-screen display. The resolution setting gives recommendation on 1920 x 1080. It only gets a full-screen at 1600 or so, but I need more. Is it because I'm using windows 7? Thanks in advance.

What graphics card?

If Nvidia, then try setting scaling to full screen.
