Why don't all games suffer from screen tearing?

A quick Google search didn't bring me any obvious answers but seriously why is it with V-SYNC off in one game I could get 80fps and have no screen tearing....but then I play another with V-SYNC off and 80fps and tons of tearing...I know why tearing happens but why doesn't it happen to every game?

It may simply be driver issues. I had a similar problem with Lionheart King's Crusade and a simply roll-back of my drivers fixed the issue.

Screen tearing isn't really that noticeable ( unless you're moving real fast ). This can also be a driver issue as DoomsWord said, as some games, such the old ones may not work the same way as the new drivers are optimized.
