That depends on a lot of things.
1st off your actual mobo and its capabilities. And even if you have a mobo with capable ports, that doesn't mean that all of them are capable of the transfer speeds, for example if you have 4 or 6 or 8 ports, only 2 might work at top speeds, make sure your SSDs are plugged into those, not the others, consult your mobo manual for the info.
2nd, it depends on the SSD itself, not all SSDs can be easily configured to run at top speeds. You need to seriously read the documentation for them, and not all have the necessary drivers to achieve the speed for your OS. I use 2 500 gig Samsung Evo drives as my primary set-up and also ran into your issue. it turned out I had some things not properly enabled in OS, and had to configure the Samsung Magician (driver suite) to get it all going. Even with that, only 1 drive runs at full, the other is a bit slower.
Also had to change some BIOS settings to get it all going.
I really forgot the details of it, but the result is that only 1 of my SSDs is running at full, the other one is a bit under, but still pretty good. I forgot what it was but there is something preventing all SSDs from running at full on same system and it was a lot of work to get it all going.
So check your actual physical ports, brand / model compatability, read up and check on BIOS settings, configure the drivers and OS options. Incidentally, I'm on fully patched Win 10 64bit, clean install.
