Why don't programs display on the taskbar?

if I were to minimize a program, the only way to access it again is by pressing Alt + Tab.

Do you have the taskbar unlocked?

Right click on start, select properties, then taskbar tab, then uncheck "lock the taskbar."

Some programs skip the Taskbar and go into the Notification Area.
You can manage those settings in the Taskbar and Start Menu Properties options. Right mouse click on the Taskbar and choose Properties.
