I'm using a 1366x768 monitor and GTX 1050 Ti GPU. I've got the driver for the GPU. When it's at 1366x768 resolution there are 2 irregular lines at the 2 side of the monitor like this: View: https://imgur.com/a/SucVczd

I've tried to change the resolution several times in the monitor's settings and in the GPU's driver, but when i change the resolution to Full HD it change to full screen.

If your monitor is 1366x768, then you can not change resolution to FullHD.
FullHD requires 1920x1080 resolution monitor.

Go to Nvidia control panel and change scaling options (to either full screen or no scaling).

I've tried this way as well and it didn't work, the display is still at this horrible aspect ratio.

You're using some kind of adapter. That's what's causing your issues.
Monitor has only VGA analog input, but GTX 1050 ti has only digital outputs.

Set resolution to 1366x768 and scaling to full screen (or no scaling).

Probably smarter would be just getting a new monitor with digital inputs. That's a really outdated 19" screen after all.
