why fps get locked to 30fps in story plays?

hye everyone i have a problem when playing games my frames drop to 30fps on story/script plays like witcher 3 and many others even they drop to 30fps on main/home screen of fifa18 though in game i get no issues when i start playing.my GPU is Gtx 1070ti.

It's completely normal. I just loaded up Witcher 3, and I'm receiving 28 FPS on the opening Witcher 3 cut scene.
